Chicken Extremely nervous dachshund

Hi thanx for taking the time to help me.
I have just aquired a wire haired dachshund to my family, which consists of just me my husband and his 6 year old son at the weekends.
I have had her for just over a week. We are her 3rd home. Originally she lived in a family home with a large german shepard but was getting squashed alot so she went to a family with 5 boistorous children and spent a majority of the time in the garden as she would steal food from the youngest children and generally get in the way the rest of the time.( i choose my words carefully for sake of being thrown off site for what i would like to say.)
She has had very little disapline in the proper sense, mainly be yelled at and shut out.
This past week she has bonded with me and my husband but is really clingy with me, which worries me incase of seperation anxiety. She isnt really interested in food but with the help of chicken she has learnt to come when called and sit.
She is extremely submissive she rolls on her back when approached by either of us and is always licking us, especially under the chin to keep us happy.
When we walk her she pulls on the lead alot and barks at other dogs, kids and cars. When she knows people are alright she will let them fuss her. She is friendly when other dogs have greeted her.
My main problem right now is that she wont stop licking her genitails, to the point she is getting sore, she is peeing fine but when she comes in from the garden or a walk she goes mad licking herself and also nibbling her legs, I can see no discharge or fleas. she also whimpers a bit then either hides behind the sofa or under the bed and just digs at the carpet, after about 30mins she comes out and is fine. Any ideas?
I have tried distracting her, and trying to find fun games or things to do, but being so submissive she wont engage in anything competitive. She is due to go to the vets for routine check on the 19th of this month. She is fine with our 6year old by the way and goes to him for fusses.
Any advice and guidence would be really helpfull.

my friend's dog is like this. she is always nervous. she whines every time my friend walks away going to the bathroom or in the kitchen. sometimes it becomes annoying. help too?
