I can't really comment on her behaviour you describe without seeing it myself.
The dog lying down thing can be seen either as a calming signal (I mean you no harm) or a hunt type behaviour. Can you post us a video clip to Youtube or something like that. No mobile phone footage pls as it tends to be unwatchable! In any event, you need to be close enough to your dog to interrupt any behaviour that leaves you feeling concerned, or another owner may complain about. Your dog's weight will tend to change the dynamics in her favour. A long line can help you by being able to step on it and then control her. HTH, Nick
