I had this problem with my pugs when they were pups. What I did was teach them the "sit" command as soon as possible. I always had training treats in my pockets. When they would start to the biting, I would command them to sit and treat them...I would then work them with treats for a minute or 2...this would break their mind set on biting me. Once done with a couple minutes of training, I would give them their favorite toy to chew. So, they could still go back to biting/chewing, just not on me.
