3year old Bichon

Max is 3 and has been house trained ~ no problems at all until recently
He started to cock his leg inside the house~ up against the sofa.
I thought he might be 'marking his territory' as another dog has been here too but that was ages ago
I've sprayed and sprayed the areas~put pepper down~ without success
He has a dog flap which he goes in and out of, so it's got nothing to do with 'not being able to wait'
I'm at a loss as what to do
