New Puppy

Hey,
So i got a puppy yesterday. He's a border collie and hes just about 10 weeks old. I have a few things i need to find out because he's my first dog and im not sure how to go about doing them. He keeps going to the bathroom in my bedroom whenever he feels like it, even though he is newspaper trained, and theres plenty of newspaper everywhere else. Is there a reason for it and how do i stop it?

Also, we need to teach him basic things like not biting, chewing things and night time training. Seeing as we don't have a crate and we can't put him in a room on his own what do we do? We spent our first night with him trying to get up on the bed, and when he did get up he would keep moving around trying to lay on us, and then jumped back down again only to repeat it 5-10 minutes later.
