Help extremly nippy

Hi we just got a 10 week old jack russell, he's very hypo all the time and very playfull which is fine but hes getting really nippy, and it hurts, ive tried the ignoring him and walking off from him and stopping playing with him for awhile but as soon as you start to even stroke him he starts nipping again, ive give him my firm NO ive tried saying ouch really loud thought he might think hes hurt me and gradully stop but nothing seems to be working please please help!!!!
